South Carolina Senator Lindsey Graham said on Monday that he believes President Donald Trump should use his executive power to declare a state of national emergency in order to build the wall.

“If White House and Congress fail to reach a deal then President @realDonaldTrump must act through emergency powers to build wall/barrier,” Graham tweeted on Monday

Graham’s plan seems to be that the country is sustaining an amount of damage due to out of control illegal immigration and smuggling that it could warrant the president going around Congress to build a wall that they do not agree with.

Graham fleshed out his argument in a series of tweets Monday morning. The Republican chair of the Senate Judiciary Committee has been a staunch supporter of the effort to fund a border wall since the conflict on the budget issue began.

Both the senator and other politicians have discussed other ways to fund the wall, other than Congress signing off on it.

“Question: Can states ask federal government to help secure a broken border that is allowing harm to be done to their states?” Graham tweeted.

The senator pointed out times that other presidents have used out of the ordinary measures to secure the border:

“Presidents Bush, Obama, and Trump have all sent troops to help secure the border in the past.

“What’s the difference between troops securing the border and troops constructing barriers to secure the border?”

I’m hopeful we can reach a deal between President Trump and Congress, which would be the best way forward.

The congressional dispute about the border wall promoted the longest government shutdown in United States history, which is now only in a short reprieve while Congress hopefully comes to an agreement on how to secure the border.

Trump has insisted that he would make sure the border wall is built, even if he is forced to have the military build the wall, instead of using congressionally earmarked funds for the project.

“We’ll work with the Democrats and negotiate, and if we can’t do that, then we’ll do a — obviously we’ll do the emergency because that’s what it is. It’s a national emergency,” Trump told reporters on Friday.
