You should always check your mic. Senator Susan Collins (R-Maine) was caught on a hot mic on Tuesday. She was expressing concern over President Trump’s mental health and questioning his ability to grasp the budget process.

The conversation involved Susan Collins and Senator Jack Reed (D-R.I.). Collins said concerning the president’s budget proposal that “whenever there was a grant, they just X-ed it out, with no metric, no thinking about it, no nothing. I mean it’s just incredibly irresponsible.”

The president’s budget proposal did eliminate a lot of grants that provided welfare and social services, like the Community Development Block Grant. Senator Reed responded to Collins by saying of Trump: “He’s crazy.” Collins can be heard saying under her breath, “I’m worried.”

Senator Reed, a ranking member of the Senate Armed Services Committee, also expressed concern about how the inability to create a spending deal would ultimately hurt the defense budget.

“If we don’t get a budget deal, we’re going to be paralyzed with DOD,” Reed says, referencing to the Department of Defense.

If a spending deal cannot be reached, the defense budget would be capped at $549 billion for the next fiscal year because of the Budget Control Act (BCA). This act imposed spending ceilings on agencies. That amount is below the current spending levels and is more than $70 billion less than what has already been approved by the House Budget Committee.

Collins quipped about defense spending, “I don’t even think he knows that there is a BCA.” Then Collins and Reed keep talking about recent appearance the president made at the USS Gerald R. Ford, where he challenged Congress to pass a budget.

The hot mic caused audio to stream following the Senate Appropriations Subcommittee on Transportation. Collins is the chairman of the committee and Reed is the ranking member.
